A Review of the Canada Job Grant

The Caledon Institute recently launched a new report written by Michael Mendelson and Noah Zon. The authors set out to examine the Canada Job Grant which was announced as part of the 2013 Budget.  The program provides up to $15,000 for people who are participating in employer sponsored training.  The Government, the employer and the province are each required to contribute 1/3 of the total.   

This report assesses the Canada Job Grant proposal and finds it to be deeply flawed.  Among several issues the fact of the matter is that the Canada Job Grant is likely to be far more costly than it is effective and will be out of reach to many of the unemployed and underemployed Canadians it is intended to serve.
